I know Sherlock Holmes got in because he was the only ever consulting detective at the time and the cops were useless, but how do they do it in a modern environment, with forensices being more important and rules being stricter?

I don't read crime type novels, but it sounds like something I can help with. Have you ever seen Monk? The San Francisco PD always calls him for difficult cases, though he isn't on the force. However, he was a former member before his OCD and wife's murder got the best of him (resulting in suspension), and he's a private police homicide consultant. Perhaps that helps? It seems like a logical plot device to me, though needs adapting for your novel of course. ^^

Good luck!
